MANILA/TOKYO — In a major diplomatic recalibration, the Philippines’ Foreign Affairs Secretary, Maria Theresa Lazaro—acting in her capacity as the ASEAN Chair—has announced plans to hold direct talks with several of Myanmar’s Ethnic Armed Organizations (EAOs) in the coming days. The initiative aims to evaluate ground realities and explore comprehensive tracks toward resolving the country’s prolonged crisis, Reuters reported.
Speaking at a prominent international forum hosted by Nikkei in Tokyo, Japan, Secretary Lazaro articulated the bloc’s shifting engagement strategy: “We intend to meet with some of the ethnic armed groups to get a clearer picture of the actual situation on the ground and to determine how we can most effectively provide assistance.”
The Philippines holds the rotating chairmanship of the Association of Southeast Asian Nations (ASEAN) for 2026. Philippine President Ferdinand Marcos Jr. has formally designated Secretary Lazaro as the ASEAN Special Envoy on Myanmar. However, the Foreign Secretary declined to disclose the specific identities of the EAOs involved or the logistics of the rendezvous, stating only that “we will have to see how the situation develops.”

Myanmar has been mired in an escalating civil war since the military junta’s violent suppression of anti-coup protests following the 2021 putsch. This diplomatic push follows the April 2026 transition in Naypyidaw, which saw the ascension of a new administration led by the coup leader under the guise of a civilianized government.
