The ASEAN Parliamentarians for Human Rights (APHR) has strongly condemned the Myanmar military junta’s refusal to grant ASEAN Special Envoy and Philippine Foreign Undersecretary Maria Theresa Lazaro access to detained democracy leader Aung San Suu Kyi.

This rejection marks the latest in a consistent pattern of denials by the military council against requests from successive ASEAN special envoys, a trend that began shortly after the coup in November 2021.

The Philippines initiated its initial request for access on May 6, following widespread reports regarding Aung San Suu Kyi’s purported relocation to house arrest. However, on June 30, a spokesperson for the military junta officially confirmed the rejection of the request, asserting that because Aung San Suu Kyi is a convicted prisoner, she is legally barred from meeting with international representatives.

Mercy Chriesty Barends, an Indonesian lawmaker and Chairperson of APHR, stated, “This denial explicitly exposes the junta’s calculated ploy behind their April announcement regarding her transfer to house arrest. They are merely seeking diplomatic cover without making any genuine concessions to earn international trust. A ‘positive step’ that defies independent verification is completely hollow and meaningless.”

This development closely follows a statement by UN Special Envoy Julie Bishop, who on June 19 urged the UN General Assembly to secure the immediate release of Aung San Suu Kyi, while highlighting the total lack of independent access to verify her health status over recent years.

APHR has urgently called upon ASEAN Chair and Philippine President Ferdinand Marcos Jr., alongside fellow ASEAN member states, to demand the immediate and unconditional release of Aung San Suu Kyi and all politically motivated detainees.

Furthermore, the regional parliamentary bloc pressed for immediate access to be granted to her family members, legal counsel, and independent medical teams to verify her whereabouts and well-being. The junta must also be pressured to provide verifiable proof of life to the public.

APHR pointed out the sheer hypocrisy of the military council actively seeking reintegration into high-level ASEAN summits while systematically defying the bloc’s most fundamental requirements. Consequently, the lawmakers underscored that any re-engagement between ASEAN leaders and the junta must be strictly contingent upon the regime providing verified proof of life for Aung San Suu Kyi and commencing the release of political prisoners.
