The Kachin Human Rights Watch (KHRW) released a new report today, July 13, titled “Inhumane Acts,” documenting egregious human rights violations perpetrated by the Myanmar military across Kachin State. The report emphasizes that the international community’s failure to take decisive action has effectively emboldened the military council to commit these unlawful atrocities with impunity.

According to the report, the number of internally displaced persons (IDPs) fleeing conflict in Kachin State has risen to nearly 250,000, a figure that surpasses the entire population of Geneva, Switzerland.

Throughout 2025, junta airstrikes, drone attacks, and heavy artillery barrages claimed the lives of over 130 civilians, including 7 children. The report highlighted severe operational escalations, noting instances where the military launched up to 85 airstrikes and dropped over 100 bombs within a mere three-to-four-day window.

In addition to arbitrary arrests, torture, and extrajudicial killings of civilians, the junta launched nearly 550 attacks during a period supposedly designated for a ceasefire due to earthquake hazards. Furthermore, the military aggressively intensified its offensives ahead of the sham elections orchestrated by the military council, which commenced in 2025.

The report also pointed out that the military regime has systematically severed internet and telecommunications networks to block data from reaching the global community. Concurrently, the junta is weaponizing humanitarian aid by deliberately blocking supply routes and obstructing relief operations.

Jacob, a spokesperson for KHRW, underscored the critical need for immediate international intervention to sever the flow of military hardware and aviation fuel to the regime.

“The lack of accountability for the military council effectively serves as an incentive for their troops to perpetrate further atrocities,” Jacob stated. “Innocent civilians across Kachin State, including women and children, are living in constant terror, never knowing when the next airstrike will hit. Therefore, the international community must take immediate, practical action to block the flow of weapons and aviation fuel to the military council.”

KHRW strongly criticized the United States, the United Kingdom, the European Union (EU), and other major global powers, asserting that their continued delays in implementing comprehensive aviation fuel sanctions and blocking financial flows amount to a tacit tolerance of the junta’s targeted bombing of civilian homes and schools.
