Despite mounting Western pressure on Russia to halt its invasion of Ukraine, Russian President Vladimir Putin is hosting a high-profile summit featuring ASEAN leaders in the central Russian city of Kazan, starting this Wednesday.

Throughout its full-scale invasion of Ukraine, which has now spanned over four years, Moscow has consistently sought to fortify political and economic ties with Asian nations. The summit in Kazan—the capital of the Republic of Tatarstan, located approximately 700 kilometers east of Moscow—coincides with the G7 summit currently underway in France, where global leaders are primarily focused on bringing an end to the conflicts in Ukraine and the Middle East.

Delegations from 11 Association of Southeast Asian Nations (ASEAN) member states are arriving in Kazan today, Wednesday, with the main summit proceedings scheduled for tomorrow. According to a statement from the Kremlin, the summit commemorates the 35th anniversary of cooperation between Russia and ASEAN nations.

The summit is being attended by the prime ministers of Thailand, Vietnam, Cambodia, Laos, Malaysia, and Singapore, while the Philippines is represented directly by President Ferdinand Marcos Jr. Additionally, Myanmar, which has maintained close ties with Moscow since its 2021 military coup, has also dispatched a delegation to the event.

Russian officials stated that the leaders will “exchange views on global and regional issues,” alongside exploring new avenues for cooperation within Russia-ASEAN relations, specifically focusing on security, trade, investment, and humanitarian collaboration.

Faced with sweeping Western sanctions triggered by its invasion of Ukraine, Russia has systematically pivoted its economy, particularly its oil export sector, toward Asia. Malaysian Prime Minister Anwar Ibrahim intends to discuss measures to “ensure the smooth and continuous flow of oil supplies” to Malaysia, according to the country’s national news agency. This comes as Asian nations bear the brunt of an energy crisis sparked by the recent war involving the United States, Israel, and Iran.

However, Russia’s wartime economy, now sustained under a combat footing for over four years, continues to grapple with high inflation, acute labor shortages, and surging borrowing costs. On the battlefield, Russian military advances have slowed significantly this year, while Ukraine has ramped up deep-strike capabilities inside Russian territory, including targets in Tatarstan where the summit is currently being held.

Meanwhile, at the G7 summit in France, U.S. President Donald Trump told Ukrainian President Volodymyr Zelensky during a bilateral meeting that Russia “should reach a deal” to end the war in Ukraine. Furthermore, Trump indicated that the United States would soon be in a position to reimpose stringent sanctions on Russian oil.

“We will be able to do this very soon,” Trump stated, noting that oil has resumed flowing through the Strait of Hormuz following a successful agreement with Iran to end the Middle East war. The impending shift has caused anxiety among European allies, as the U.S. had previously granted sanctions waivers for Russian oil tankers already at sea.

Despite diplomatic maneuvers, 73-year-old Russian President Vladimir Putin remains intent on capturing Ukraine’s eastern Donbas region by military force and has repeatedly rejected offers for face-to-face negotiations with Zelensky. President Putin ordered the full-scale invasion of Ukraine in February 2022, igniting the bloodiest conflict on European soil since World War II.
